Board Policy – Weighted Vote


Policy Statement

The requirement for a weighted vote of the Fraser Valley Regional Library (“FVRL”) board (the “Board”) in accordance with Section 23 of the Library Act R.S.B.C. 1996 c. 264, as amended or replaced (the “Library Act”), will be limited to certain significant financial expenditures.

Purpose

To set out the types of expenditures:

  • For which advance approval is provided by the Board in this Policy, and
  • For which a weighted vote in accordance with Section 23 of the Library Act will be required.

Scope

This policy applies to financial expenditures of FVRL.

Expenditures for Which a Weighted Vote Is Not Required

The Board provides advance approval, through a weighted vote in accordance with Section 23 of the Library Act, for all expenditures that the Chief Librarian is authorized to make under the Library Act, or the Board Policy setting out the powers and duties of the Chief Librarian, subject to Section 5 of this Policy.

Expenditures for Which a Weighted Vote Is Required

A weighted vote of the Board under Section 23 of the Library Act shall be required for:

  • The entering into collective agreements with union employees;
  • The approval and amendment of the Terms of Reference for Exempt Staff Policy
  • The acquisition, lease or disposal of land;
  • The acquisition, lease, construction or disposal of a building; and
  • The approval or amendment of a budget for providing library services.
