Board Policy – Living Wage
Policy Statement
FVRL is committed to paying all qualifying employees and service contractors no less than the living wage rate for the area the service is delivered.
Purpose
To ensure that all FVRL staff and service providers to FVRL who work on FVRL premises for a specified period of time earn, at a minimum, a living wage.
Scope
This Policy encompasses all FVRL employees, service providers/contractors and sub‐contractor employees with the following exclusions:
- Pages;
- Persons seeking work experience credits for educational purposes; and
- Volunteers
The following criteria is used to determine a service providers/contractors or sub‐contractors eligibility under the Living Wage Policy:
- An employee of a service provider or of its sub‐contractor must perform services physically on FVRL premises;
- Work must last longer than one continuous hour per occasion; and
- The total annual value of the service contract must be greater than $25,000.
Definitions
Living Wage is the hourly amount a family needs to cover basic expenses including food, clothing, rental housing, child care, transportation, and small savings to cover illness or emergencies. The living wage changes based on costs in each region, and is calculated annually.
Living Wage Employers pay all direct and contract staff the living wage rate for their region.
Premises are the land and building owned by FVRL (Administration Center) and the libraries owned by the FVRL local government members.
