Executive level staff (ie. Director of Public Services, Director of Corporate Services and Director of Finance) are trained and equipped to step into the role of Chief Executive Officer at any time.

Those in single-incumbent positions have another staff member assigned and equipped to act as back-up should the need arise.

Designated exempt staff must be able to step into any vital functions, including payroll, accounts, and systems.
